The parents of my "one" were very reluctant to retain. I think most parents would prefer to promote. My parent did agree once we had several heart-to-heart talks, and many included the reading specialist as well. I can't imagine this parent being swayed by a letter. Although one more thought, our report cards have a check-off place that says possibility for retention. Ask your principal or a mentor in the building. This is a very sensitive topic. Good luck.
