prep periods differ

Why is it in some districts the middle school teachers teach 4 periods, usually the same class 4 times, and have 3 preps plus lunch DAILY; while the elementary school teachers in the district need to prep for several subjects and have one prep- while the kids are at special- plus lunch? Doesn't this seem upside down??? What am I missing?
