It is possible that the young lady is not getting any clear boundaries set at home and that can make the problem worse, so I wouldn't altogether discount what your para has to say.

What you haven't told us is, is she on a 504 plan? IEP? What kind of class do you teach and is there a lot of stimulation in the classroom?
