When I made globes, we use liquid starch instead of flour or glue. It dries real stiff and usually needs only one coat of newspaper if you use the color ads. I like the blue paper idea which probably would use only one layer, too. We also added yarn for the equator, prime meridian. Last of all, they get a paper with vocabulary words they cut out and glue on to the continent, oceans or what ever vocabulary word you want. It's a lot of fun.
