I was having trouble with tattling last year and found a book to share with the class and then I would ask if they were trying to get someone in trouble or if someone needed help. This actually worked after a couple of times because they knew tattling wasn't what they wanted to do. I read somewhere that one teacher made different animal "tails", laminated them, and the students started out with one every day on their desk. When they tattled, they had to turn in the tail. She said they really didn't want to lose that tail, so the tattling stopped pretty quickly. That was my next step!
