    too much talking

    A simple tool to use for how loud you want them to be is to take a traffic light with you. That is a piece of cardboard with traffic light (coloured cellophane) not sure what you call it in America.
    Anyway - put the traffic light on the whiteboard. If you want no talking - put it a magnet on red light (not exceptions) over here in Australia we next have an orange light - I say that if the magnet is on this it is whispering quiet voices. Green light is for discussion voices. It is easy to take from class to class but you must be firm about what behaviour happens during each light. It works great!
