Gosh, that sounds rough! The only idea I can think of is to use your fans to create modified "swamp coolers": attach a bedsheet to a rolling flip-frame (metal frame on wheels used for lectures?) Remove the paper and substitute a bedsheet, keep the bed sheet wet with a good dose of water from a spritzer bottle and position the bed seat in front of the fan a foot or so. Some lucky soul can sit in the cool breeze. Can also place a bag of ice in front of the fans, (I guess that idea can get a little expensive). Just reading your post made me sweaty...yikes. Can imagine it's a matter of daily survival, not living, in such an environment.
