promote positive behavior

How about using your system to promote their positive behavior. When they follow the rules, are exceptionally good, or whatever criteria you want to use, let them move their cars along the track closer to the finish line. If there is a lot of negative behavior, you could always have a penalty flag. The consequence could be having to move there car backward.
