You have gotten a lot of great advice but I would like to add my 2 cents. We had the almost exact same thing in our school- what the long term sub did was just to start over like it was the first day of school (read H. Wong)she changed their seating and worked on procedures. How to walk in line, how to sit at the desk, what to do when your work is done, what to do if you need to sharpen a pencil, everything...and they practiced and practiced and practiced. Now the class is wonderful and doing very well. She didn't stress over academics until the behavior was under control and he class was well run.
