At my school parents can request for the incoming here. Each request must be in writing and given to the principal by a certain date. The request MUST HAVE a reason in order to even be thought about. The principal reads the requests, and he makes the final decision. If the reason is really good, he does. The requests are confidential, so I don't know what the reasons are.
