There is a lot of school year left and the kids may catch up. To me the biggest issue is maturity and will they be left in the dust both academically and socially if they move on. If they are just not ready it will show up in grade 3 or 4 when it will be a much harder deal to retain them. In our grade 1 we ask the parents to write a statement that retention was recommended and it was their decision to refuse if they want the child promoted despite the teacher's preference. Its not a popular decision to retain and many studies dont support it - there are always the kids that it is really a "gift of time" and will help them in the long run.
