I think that your vocab. program would depend entirely upon your reading series. If you use one, I'd take the words from the stories and build upon those. If you use guided reading and do not have a "series" to follow, I would take the first 100 dolch sight words and break it down into 25 words per semester. These will be important words for the first graders to know. It would give you something to assess them on at each quarter. Break the 25 words into the number of weeks you have per quarter and then you'll know how many to give them each week. You can always add to the list each week with theme words. You could also take a few of the words and require them to be spelled correctly. Hope this helps you.
