Sending the resume to other districts...

In relation to the "who you know" post, I'm wondering if I should concentrate on getting a job in the district I've been subbing in and have had one long-term sub position and another one coming up soon. I see ads for jobs in other towns, but nothing specific for this district yet. (I don't think they know yet). I know I can mail in my letter of interest for "any vacancies that should arise", but I feel like that'll just get filed. Should I spend time also sending out to these specific "grade 3, 4" vacancies for next year where no one knows me, or be patient and wait for this particular district to figure out what they need? Also, would asking the principal for a reference letter "hurt" me in the long run, since she'd know I was applying elsewhere?
