I have an Ed.D degree in Special Education and 26 years of teaching from the pre-k-college level. I have taught students with special needs for 21 of those years and 5 years at the college level. I, too, may not be "highly qualified." They have not come up with the standards for sp. ed. yet. However, I know that I have to get 90 CLUs by 2005-06. All of a sudden I'm not qualified enough. Sp. ed. is taking a step back. We have fought so hard for individual differences among our students. They no longer are seen for theser differences, but are being cast in the same mold as all the other regular students. If they are the same and have the same testing requirements as the regular students, then why do we have special education? What about the low self-esteem and high drop out rate that NCLB will create? NCLB is not the answer. Unfortunately, there will now be more children left behind than ever before. They will become frustrated, embarassed, and lose interest in school. We need educators to make policy, not politicians.
