    Put a little peer pressure on them. I have the students in groups trying to earn points for being on task, staying quiet during teaching time, coming prepared, etc. I mark tallies on the board under their group number. The group with the most points at the end of the day get to put their name in a drawing for prizes at the end of the week. If I see someone not following a rule or talking, I erase a tally from their group. That's when I've seen the peer pressure kick in. I've tried many different things in my class room to keep the noise level down, and this seems to be the most effective for me. Good luck to you, I know how frustrating it can be.
