Have you tried out the levels of questioning from Bloom's taxonomy? Throughout the day (all subjects and social issues), I challenge my students with questions based on the different levels. You can have these questions set up for them to ask each other, as well, when they are doing an oral presentation (book reports, current events, etc.). If you look on Laura Candler's site, you will find some ready-made question cards

I've also had my students read summaries or short articles and create one question from each paragraph that would require inferencing. They then trade with another student to "find" the answers.

I am really impressed with how well they've been doing, considering they are all in a low-performing school! They seem to really want to rise to the higher expectations I have of them to ask the "fat" questions.

Also, I have them end their journal time with a question, such as "How come..." or "I wonder why/if..."
