parents requesting teachers

How should classes be put together? What is the first consideration? At my site the first consideration is parent requests. THerefore, if 12 parents request a given teacher, those 12 kids go to that teacher. It can break your heart to see the class that gets the left overs. How would you feel if you had an overachiever, outstanding in academics, perfect behavior and you knew he/she would wind up in the class from hell because the parent did not know about requests? ESl parents don't know what is going on. Other parents are too selfish or ignorant to care. All children suffer from this practice.This happens. It bad enough that there is a class full of naughty,low performers that take all the teacher's time to manage let alone teach, but to see a star student through in with them and to know that a year of education is down the tubes for that child is very painful.
