    I realize how frustrating this student is. Last year I had student who was out of his seat at least 90% of the day, who had emotional/behavioral problems. First, DOCUMENT all the interventions or strategies you try. If he continually is up and moving (especially interrupting your instruction) seek help from specialists in your building. The sit and move cushion works well for wigglers. I also used tape around his desk which worked for a week. Depending on the severity it may be a medical need or intervention. Hope he improves!
