are the best way to give students 1:1 teacher attention. I'd do what the administration wants and just do one 20 group per day. Divide your students into 4 groups, call it reading with me, and decide what you want to focus upon. On Friday do art or something for that time slot, for the whole class.
I've been in a lot of classrooms since I am a sub and have seen small groups go by the wayside. I think it is a mistake not to do small groups. Much more goes on besides reading skills being improved upon, much much more.
