I had this problem last year when I taught third grade, and trying to prepare my students for the Nebraska State Reading test, which is also pretty much a writing test also.

I taught them to look for key words. In the story, I taught them to say the first letter of any capital letter(name) that they couldn't read. I also did this a lot in read alouds just to help motivate them to do it.

I also worked on teaching them to eliminate answers that are not possible (better chance at guessing the right one:):) I taught them how to go back into a story to find the answers, using below grade level material at first. Once they had the concept semi down, I bumped them up to grade level materials.

I think teaching them to take "brain breaks" such as looking at a focal point in the room is also good. That way they don't become extremely frustrated. We also gave them mints and water bottles for in between tests.

Just remember you can only do so much as a teacher to prepare below grade level students for the ridiculous state standard tests.
