Because I feel like in first grade a child's homework habits are largely at the whim of their parents, I personally don't believe in giving artificial consequences for not doing homework. There is a natural consequence, obviously - loss of practice time which frequently leads to not doing as well.
I do offer "HOT Tickets" for Homework On Time each week. At the end of the month, I have a drawing from the tickets for the month. The child whose name is on the ticket that is pulled, wins a beanie baby. The kids love it the drawing and rarely miss turning in their homework.
