child per year? I'd say whoever is budgeting the funds for your school is giving you the royal shaft. I'd go to that person and convince them that no even decent art division can be had with forty cents per child. State your case with examples. If you are still ignored, I'd bring it up at the next PTO meeting. I wouldn't stand for it and I don't think the parents of the school would either. Get tough.
