I would start by making a rough sketch of your space. Include the whiteboards, bulletin boards, door, phone, windows, and anything else that is permanent. This will help you decide where you want to put the student desks/tables, your desk/teaching space, student supplies, book shelves, etc. I always think of traffic flow when arranging a new space -- I don't like bottle-necks when students have to lineup or get supplies. I also like to make the teaching area near my desk/supplies. It is aggravating to be teaching a new concept with students seated on the carpet, and then have to travel across the room to get a book off my desk.
If there is a lot of "stuff" in the room already, grab some boxes and garbage bags. Throw away the stuff that you don't want (broken, incredibly old and useless), and box the stuff that you want to take a second look at.
