I have been teaching third grade for the past 10 years. I have found through my experience that the students understand and do better if they memorize the mult. facts first. You can introduce both at the same time, because they understand fact families in addition and subtraction. By the way, our third graders score 95% above grade level on the ITBS. Good luck!
