I think you need to begin your meeting with mom by first listening to her vent her anger and not saying anything...document...when she is done venting you may be able to then share your concerns about her daughter's reading level and expectations. I think mom views you as "out to get her daughter" which is why you're calling her a liar...forget the fact that she may have lied...it's up to you to get mom to calm down and listen to the facts as you present them and then ask mom to help you create a positive way for daughter to obtain some successes. In other words come up with a learning plan for this child that you can both agree on. I agree with other posters that 30 pages a night is quite a lot for a child who is struggling with reading. Maybe that's a place to begin. When you asked the child why she didn't finish reading any of her books what did she say? I'm guessing that by 5th grade she's not going to fess up and say it's too hard...but I was wondering what she did say and if you could dig a little deeper and see what's really going on? Now on to the qualifing for services part. When was she tested that she barely did not qualify...was it this year or last? Mom can ask for retesting for her child or even go to an outside source if she does not agree with the original testing. Some people believe that a child can be tested for special ed only once every 3 years but that is not true. Is she reading at a 3rd grade level or below? I wasn't quite clear what her reading level is. If it is that low how is she doing in her other subjects?
