Neighboring school?

Or neighboring school district? Do you have his records, yet? Do you know if his new address has been verified? Do you know if his mom and his dad are divorced, and he has moved in with his dad or may be claiming his father's address to go to a new school? I would bet, he had a lot of trouble at the old school, was facing alternative placement or something of this nature, and has come to your school for a fresh start. Whether or not he actually is living in your school's zoning area would be nice to know :).
