I am in the process of creating a website using Geocities. They have three packages, two of which you pay a monthly/yearly (?) fee. I have chosen the free package, and it is enough for me right now. :) The only downside is that you have to put up with ads, but I have not noticed inappropirate ones. You will have to create an account with Geocities, but again the one I use is free.
Just a word from experience, if you want to use graphics other than the ones Geocities provides, create a folder for each theme and save them there. I did not do that and I became very confused. :(
