I think it depends on the age of the student. If they are able to do their homework or make-up work independently, then yes, they should have to do it. However, I teacher first grade, and when I send work home and the parents don't help out, it's impossible for my students to do it alone. That's when I stick the make-up work in their work folders to work on when they have free time. I've literally had students say "My mom was sleeping," or "My aunt told me to do it alone, and I didn't know how".
