I had not read all responses before posting. Like "ticked off" I live in NC. I taught for the last five in SC. It's the same way in SC.

Important to note: Middle and high school teachers get a lunch break daily. I don't know why they don't do it for elementary teachers. Administrators watch the cafeteria at my husband's high school. They do the same at the local middle school.
