I know you probably don't have the time, but I have one suggestion if it is comfortable for you. I had occasion to know of a child that DSS wasn't caring for adequately (in my opinion). So I politely worked my way up the chain of command at my local DSS, with an "information gathering" demeanor. I eventually established a working relationship with a supervisor who believed the buck stopped with her. When presented with a situation like your boy, she personally made sure all needed services were provided and in a timely manner. I am not suggesting DSS people don't care. They are just so overworked. It helped to get to someone with the time, authority, and sense of responsability to take charge. If you find someone like that, they will not likely let a child who kills animals and starts fires fall through the cracks. I hope this is a workable suggestion for you.
