I think in an elementary setting especially that that's reallybothersome and appauling. Although I don't agree with it whatsoever, in high school the students hear (and use) much worse so if the kids are really rowdy and chatty in high school, I can see a high school teacher saying shut up, yet I don't think it's appropriate by any means!
