Is it allowed?

School systems in my county (I have subbed over 10 years) don't allow recess time to be taken away. It is considered Physical Education time and it is unfair to take this time away from students. Basically nothing can be done to encourage students to behave in the classroom. Everything you try to do is considered being unfair to a student. I have seen terrible student behavior on field trips (students who should not be allowed to participate in field trips due to violent behavior).
