You are not supposed to figure out why Johnny can't read. Use your school's pre-referral process for special education. You will need to document everything you have tried, but these students need to be referred for specialized
testing. Sounds like the parents may give their consent since they are concerned.

ADD/ADHD is a medical diagnosis, and you can always suggest that they take their child to a pediatrician for a rule out. At that point, the pediatrician may be able to advise the parents to request a sped evaluation which will greatly speed up the process.

In general, teachers can not suggest this

to parents (which is stupid), but once that letter from the parent hits the sped office, their are federal laws involving timelines. Unfortunately, it's still a long process, and not much will happen at this point until almost the end of the year.
