An alternative

I agree with your right to take away any child's test once you have set the ground rules. Too bad for your talky student.
Might I suggest an alternative. When I give a pre or post test I give it the exact same way. I give 20 words so it takes about 10-15 minutes.
I say the word. I ask the class to say the word. I then ask the class to write it down and then and only then do I put it in a sentence. (unless it is something like pear, pair and then I ask them to listen.)
Example- RED, Say it Please, RED, Write it down, The sunset was red as an apple.
By using this method I make sure they have heard it, they understand it, and they are on task.
