I play the Quiet Game with my problem classes. I tell them that they must ask permission to speak, get up, sharpen a pencil, etc. Just by mentioning the word GAME gets their attention. I tell them that I am going to try to trick them into talking by saying something like - Yes Steven- without giving them permission to speak. In order for them to speak you must say "Steven you now have permission to speak", then the student can ask the question,etc. If you trick them then they must recieve some type of punishment- 1 or 2 minutes standing at recess, etc. The class becomes quiet and you can teach. This works great for me and I hope it works for you.
