I see nothing wrong with what you did. If any of my students are talking during a test (whether or not I can hear what they're saying), I simply fail them.

This boy was using "tear power" - crying to get his way.

It sounds to me as though your principal is afraid of possible parent complaints (it seems all administrators are terrified of parents).

Next time, you may want to whisper in his ear and remind him to be quiet. And then mark an "F" in your grade book. You're the boss in the classroom and if you establish the rules, they should be supported by administration.
