It is kind of a developmental road block for some kids, when they know the sounds but can't blend them to form words. It is a phonemic awareness type skill. One thing that works with some kids is a tactile approach.
For example, when blending a word, such as cat, Use your right hand to touch your left forearm when saying the "c" sound, touch your left wrist and say the "a" sound, touch the top of your left hand and say the "t" sound. then slide your right hand as you stretch out the sounds, then do it again a little faster until the sounds blend enough for the child to recognize the word. They can learn to do the motions and procedure themselwes when having trouble. It seems to help some kids over that hump.
