It sounds like it's time for a social curriculum. Lead the whole class in lessons on making friends, keeping them, how to solve disagreements. Give them the language they can use. "I feel scared when you hit me and I want you to play nicely with me." or "Stop that I don't like it." Model it all and have them play act the parts. Be sure the struggling student gets a turn to talk or act a part every time he wants one.
