I don't think you can go by whether the child appears to be trying their hardest....at least not in all cases...it may be that she's already given up (because she is lazy) and said to herself this is hard so I'm just not going to try....yes it would refer back to being lazy but it just may be that she's giving up sooner than another child would. Often in my job the hardest part is convincing a child who has quit that yes they can learn and yes they have the ability....

at my school both of these children would be good strong referrals but you know your school best...so do what you have to to make it a valaid referral....good luck
