I love to use poetry with my class. It is great for building fluency, word families, phonics, decoding, all those things you mentioned in fact. You could have a poetry folder for each child. Find the rhyming words, write other words that go w/ this word family, help them create their own poem, then read and re-read until it is fluent. I like using poetry for fluency because it is easier to stress that it is not speed that matters but flow. Kid's love poems/ songs also work well. Also, at the end they will have something to take home with them to continue practicing.
