I disagree completely. It implies there are some overpaid, unqualified, deadweight teachers - which we all know do exist. The goal is to change evaluations to eliminate the bad and keep the good, which is required to improve any system.

Likewise, the context was not posted, so I'd be curious to know what context you are referring to.
