Sorry...just read some further information about your post. It sounds like they may be working under a grant of some sort and that could explain why they are targeting minority teachers. It would, of course, be illegal for that to be a REQUIREMENT. As to whether you should apply, if you are interested of course you should! You are just as eligible as anyone else. Good luck with that.
