Well, if I had that situation I would just assess what was left of my class and teach the mini-lesson first as usual - that actually would be great! You could really focus your mini-lesson for your smaller whole group. Then I would save the phonetic strategies for the Title I gang in GR time. Start off the year with the phonics and move on to other strategies for word-solving.

In the end, only you know your class and what each student really needs, of course!
