I've taught second grade for many years and for the past 5 years I've been teaching first grade. All of my first graders can read over 60/words/minute.

Ability group your children.
Give nonsense dictation: nof, nif,
niv, miv...etc. only changing one letter at a time.
Have them read with their fingers right under the word, and following at all times when someone else is reading in their group.
Read only material that can be sounded out. Start easy and build. Be sure the sounds are solid before going on.
Build a site word vacabulary slowly....take words home to practice.
Send a reading
folder to go home nightly that must be signed and returned the following day. I give a grade for this. I also send the site words home on small word cards.
Rhyme, Rhyme, Phyme, Drill, drill, drill on the vowels. Introduce the sounds as if being introduced for the first time, using only continuous sounds first, such as m, s, f, a, v, n, etc.

Talk to your district about extending your time. You need two 45 minute sessions with these kids.
