I've had middle school students who do this, and they are definitely not the type of students who are in a gang. They just like to do goofy stuff sometimes. If I can't read it, I can't grade it, and I tell them that on the first day of school. I think with 2nd grade, though, you should just make them redo the paper, and they'll eventually get tired of doing that.
