I think AR is a great motivation program and I do believe you when you say it helped to bring your test scores up, my argument is that what brought the test scores up was students reading more. Any motivation tool that works
to get kids reading will achieve the same thing. It does not have to be AR. AR is easy since it is basically already set up for use by the teacher, but anytime students read more, test scores are going to go up.

In my school, only 25% of the grade is based on AR. The AR grade is based upon 50% quiz grades (with 85% or above equalling 100 -- as per AR the goal for quizz average

is 85%), 25% Book Level goal, and 25% Points. This has worked well.

I think it will work equally well without it being averaged into the grades if students are given time to read at school. You could also still require them to fill out the log and require them to read at night for part of their reading grade -- just don't include the AR scores. Reading is part of their homework assignment. They still should take a quiz, you can tell by the quiz whether they read the book or not -- it just doesn't count toward a grade.
See if you can get local fast food places to help you with coupons, etc. for rewards. We have had some success with that.
