My kids read 20+ min a night. I have a log which includes date, book title, # of min read, and parent initials which I check daily (I put a different colored star by each entry - in marker.) I'm not super-strict about the
parent initials. Some of my kids have to take the initiative to do homework by themselves. Most times, I like to see parent initials at least once a week, but a lot of my parents actually write on the log themselves.
I also have a large collection of take-home reader books from which my children can borrow for nightly reading. If they don't write down their HW, they read during recess.

Doing reading HW is 1/3 of their reading grade. I don't have any comp activities to check that they actually do HW, beacuse I figure if you're lying to me you're really only hurting yourself by not becoming a better reader. It also tends to come out in their classwork and test grades.
