At my school we allow students to look back on reading tests for each story or selection. We even do practice questions with the stories to encourage them to look back. For AR tests they don't use the book.

If they don't practice it regularly then they won't look back when comes time for the big state test. Ask the teachers at your school what their objectives are. Are they testing comprehension or memory skills?
