I think they should be able to look back. They can do it on the test and more importantly in real life we can look at materials in question. I would occasionally have them practice responding without the materials available. At our school we usually don't let them use the book to take AR tests. So they are getting practice both ways. Generally, it seems that lower level questions lend themselves to not looking back. Knowing that we want our students thinking and answering questions at a higher level, looking back shouldn't be a problem.
