One idea that came from the 4Blocks Writing book has the kids be the private investigator for the class when they can't think of anything to write. They write what other people are doing, what they see going on in the room,
but no tattling is allowed. Then, they usually come up with an idea from what they have seen. For example, they might see little Johnny get up and sharpen his pencil. They usually come up with some out there ideas like Johnny's pencil started writing with invisible ink. Things like that. When they start writing their new story, they just draw a line below where they stopped talking
about the class and then just start writing on the next open line.

I hope this works for you and it might motivate him to look for interesting things going on in the room.
